"Through joint bidding, urban management departments may explore some important spots on-site, and all related departments can co-build the video surveillance system." said a person from the Smart Urban Management Center of Jiangdong District. According to the agreement, under normal circumstances, the urban management departments and public security departments have the same right to use the system. In emergency situations, they can determine the priority in use according to their respective scope of duty.

Currently, there are 210 monitoring probes in the eastern new town, 90% of which are high-definition probes, keeping all the core areas under surveillance. In addition, the urban management departments are equipped with 3G vehicle monitoring probes and mobile monitoring terminals.
